Starter Pistols use a Cap or "blank" shell (filled with a small amount of power for sound but crimped at the top with no bullet)
So unless there are Caps or blank shells in it, it should work just like any other unloaded gun.
Assuming of course this is a typical starter pistol.

Just to add, treat it like any other 'Real' firearm, there have been fatalities from misuse, there was an actor that accidently killed himself, here is a excerpt; 'Jon-Erik Hexum was an American actor, known for his lead roles in the TV series Voyagers! and Cover Up, and his supporting role as Pat Trammell in the biopic The Bear. He died by an accidental self-inflicted blank cartridge gunshot to the head on the set of Cover Up.' You already probably know this type of action is dangerous, but for those who don't, be careful, G

I agree with Steve 100% and I am a little concerned by your question.
I do not mean any offence but it occurs to me that the fact that you have to ask this question in the first place suggests that you should not be handling this item at all.
The short answer is that if there are no caps or cartridges in it, this means it is not loaded and therefore it cannot "go off" acidentally or otherwise.
Are you sure it is a starting pistol or is it a deactivated item? Is it a pistol or a revolver (revolver types are just as common but are nearly always referred to as pistols in this context)? Could it be a "live" weapon?
Safety is the main concern and it is good that you ask. However, a couple of pictures would really help and allow members to answer you question properly.
Overall, if you are not sure about it then don't handle it!
