Mark ID on type 99 rifle

Trying to a friend ID this marking circled in black. I’ve looked over the charts for type99’s and I’m not having any luck. Sorry for the sideway pictures, I’m not sure why it does that.

It doesn’t look as if it was stamped very well from the arsenal... however, it looks to be a 23rd series marking (IMO)
