A training rifle or maybe even a civilian version. I can't see the model number. I'm not up to speed on the many different models/types of these. If you can't see any model number, you could try to narrow it down based on the outline of the receiver, and front/rear sight profile.
While collectible as fully functioning rifles, in this condition it is just a relic. It's interesting but of little historical significance in my opinion. Others may disagree.

Ashame concerning the condition. It would be worth a pretty penny in the condition shown above. Hate people that let a quality firearm go to pot.
I would also agree it could have been a trainer rifle. In the condition it is currently it could be used as a tomato stake per se'. I have also used these items for testing rust removal techniques.
