Nice mug. Not my area so lets see what others say.
I have two thoughts
1) There was just an overlap during the period
or
2) Maybe this is not a Wiemar era eagle. Although it looks like it is, maybe it is for a town or region or other country.
Not saying any of these are correct but just throwing it out for discussion.

Looks good to me, I’ve seen this eagle used on plenty of 1936 dated porcelain items.
