Alten was the son of Julius August Bruno von Alten (1818–1884) and his wife Bertha née von Campe (1838–1918). After attending the Humanistic Gymnasium in Holzminden, Victor von Alten joined the Prussian army in 1899 in the Jägerbataillon Nr. 5 in Hischberg. He took an active part in the First World War in various positions and then joined the Reichswehr. He worked in the Reichswehrministerium and belonged to the Reiter-Regiment Nr. 6. As a lieutenant colonel, he retired from active military service and received permission to continue wearing the uniform of the cavalry regiment No. 6. He was also a member of the Reichsverband Deutscher Offiziere (RDO).
On 1 January 1931 he joined the NSDAP (membership number 423,227). From then on, Victor von Alten was active in the labor service in the NSDAP Gau of Thuringia. On 1 April 1933 he was appointed Gauarbeitsführer of the Arbeitsgau XV Sachsen with headquarters in the Saxon state capital Dresden, which was absorbed into the Reich Labour Service in 1935. After Victor von Alten had been appointed Generalarbeitsführer, he was promoted by Adolf Hitler to Obergeneralarbeitsführer on 16 May 1942.
After the end of the Second World War, Victor von Alten was one of the founding members of the "Interessen-Verband der berufsmässigen Angehörige des ehemaligen Reichsarbeitsdienstes und deren Hinterbliebene, Landesverband Bayern" in Regensburg on 19 March 1949. Under his leadership, the first meeting of the persons involved in the founding of a nationwide organization of the former Reich Labor Service leaders and the heads of the previously formed regional associations took place in Cologne on 8 October 1949.
