Crazy and naive question, but are the 'rivets' spent shell casings?
Is this simply a 'decorated' case ?
They look like standard rivets to me when in hand.

IMO it is a civilian binos case, maybe german as the closure spring is a simplified version of the one found on the early military leather case. For you to know, some french officers used civilian binos during WWI and there was often felt inside the case, like here.
