As Pete said, it's Turkish. Between the T and C on the headstamp, you will see the crescent moon with star symbol.
I have one similar floating around but dated '51 and the bandoleer is simplified without the buttons.

And you’re wise not to shoot this ammo, the barrel wear is terrible with this kind of (steel) tips. And rhe ammo is corrosive, so of you were to shoot it, be sure to clean the weapon !!
