i'm in possesion of the attached item,looks like a dispenser to a field telephone wire can it be a german military use?or some other country?

You'll have to look for some kind of markings, either German or allied.

Yes it looks like a wehrmacht issue cable dispenser, but it has been "doctored" for some other use, can you post more photos of the spindle.

It is German. It appears to be a reel for heavy field phone cable. The segment to the side may have been for connectors. It seems to be missing parts. Photo shows a similar reel recently sold on English ebay - described as FFK reel (Feldfernkabel) for heavy phone cable. NH
