Thank you for the help. There is a similar item in the pictures of their museum at the bottom. I believe this is called a drafting/drawing triangle.
I prefer to think of us as History Investigators.. Saving one historical item at a time, and preserving them for posterity. We also investigate and explain each item, so those after us will understand the past.....
That's my story and I am sticking to it...

I found a video on You tube called 1939 GERMAN KRIESMARINE FILM "Battleships on Patrol" North Atlantic Cruise. Around 16.03 on the time scale, it appears that the Sailor on the right in the frame has a similar item he moves around, with his left hand. The problem is the time scale covers most of the image..
Any one seen an image with this type of item actually in use?

Well, a fellow collector was able to identify this item.
It is a shift triangle. Used when navigating or determining your position on ship. The navigation triangle can be placed on it and moved if longer stretches have to be drawn or measured. It is part of the navigation set: navigation triangle, sliding triangle, compass and parallel ruler.
