Hitler Youth Victors Badge in the National Trade Competition - Reichssieger - 1938/1944 (Siegerabzeichen im Reichsberufswettkampf)
The first National Trade competition of the German Youth (Reichsberufswettkampf der Deutschen Jugend) was instituted in February 1934.
The purpose of the joint sponsorship, agreed apon by Reichsjungendführer Baldur von Schirach (HJ), the German Labour Front (DAF) leader, Dr. Robert Ley, and the added colaboration of the National Socialist German Students' League (NSDStB),
was to stimulate skill levels in manual, technical and artistic endeavours.
The first competition was held in Berlin on the 1st May 1934

I found some more information about these.
This was not only the most coveted badge of the Hitler Youth, but actually the prettiest of all with the beautiful Reichs Eagle holding the cogged wheel that is topped with the diamond of the HJ organization. The highest levels of the award was the Reichsieger for the award at National level and the lowest badge was the Kreissieger. This was the local level. There was also a Gausieger for the state level award. All were greatly desired and worked for. Competitions were held actually every spring in the Reichsberuf Wettkampf der Deutschen Jugend instituted by Dr. Robert Ley, head of the D..A.F (German Labor Front), the idea being the promotion of worthy young men who would be the future tacticians and hierarchy of labor.
A. Initial tests were divided into three components including a test for skill in the particular tested trade.
B. Political Theory
C. Mathematics and composition, each badge bore the date of the competition below the eagles wings. The reverse of each badge bore the manufacturer's logo. Those normally found are G.Brehmer, Mark in Neukirchen, A.G.Tham Gablonz and Mecker, also H. Aurich Dresden.

How much would you expect to pay for a badge like that?
There are some things to look for, I will find some links later today.
IMO, this one is broken and really has little collector value.

Yes it is a real shame if this is an original (wouldn't like to say for certain with a small obverse only pic like this) because it is the highest level of the three divisions or competition levels; Kreis, Gau and Reich.
I think the closest modern English interpretation (compared to competition levels in Western countries in general) would be; District, Region and National level.
As already stated this piec has been ruined however the damage occurred so I wouldn't buy it even if it were confirmed as original.
