Osning is southeast of Bielfefld in the Teutoburg Forest. The rubber heel carries that moniker so I assume it is German. Damn if I can find anything about them on line but I assume they were a synthetic manufacturer or they had shoe products with that name. Quick laces existed pre-war and post war so these are hard to date. I will guess 1950s era civilian boots. NH
DM Rubber products is still in business and they make heels and soles for shoes among other items. NH
