I don't know these well but the RZM would indicate it was political (SA??)....If in fact the RZM stamp is real.
I think the SS versions were RZM and SS marked.
But again...wait for others with more experience.

I think you answered your own question in the first line. Non matching dates is never a good sign. In this case if it's a SA Tornister where is the RZM cloth label that would be sown inside? I would suggest fake RZM stamps on the leather.
all I can say is the '38 stamp would make sense. I have an example '38 dated (no RZM no pony fur)
