Hi Daniel,
It is difficult to judge without holding it in your hands. In my opinion this is a Prussian belt buckle model 1895. The pad is probably made of heavily oxidized nickel silver and the belt lock is made of brass. A brass color can be seen in some places, but due to the strong oxidation, the striking red tinge of the large copper content is particularly noticeable. Maybe someone else can say more about it.

Wish I could help as I'm not sharp one these as well but here's one I have for a comparison.

The design and especially the backside look correct. Based on the rusted condition hard to say for sure. Most likely good but in rather rough condition. Here is a thread for reference.
