Refurbished for sure, it has the original hungarian liner band but leather pads have been replaced with finnish material. Very hard to tell the time frame, could be war time repair though, you're right. Interestingly the chinstrap is also the original hungarian one however it shows some post war modifications too, long part has a riveted end and not sewn. I'd say it's a postwar refurbished helmet using some war time components.
