This badge is the one for Mobile Military Police. It's was formed out of 12 companies and consisted of about 1500 men. Their staff was located in Helsinki and battalions were: 1st Battalion from Tampere with their territory being Southern- and Western Finland, 2nd Battalion from Oulu (Northern Finland), 3rd Battalion from Kouvola (Southeast Finland), 4th Battalion from Joensuu (Eastern Finland). It's duties consisted of keeping order in trains, surveillance of traffic, countering desant and partisan activity etc. The information I got this from was a study made at Defence Forces Academy in Finland.

I couldn't find any of this type, yet. I found photos of military police wearing the 1939 pattern. I will look for more.
