It could be the bayonet was shortened and used as dress, the 70 could inventory or assembly number too. In previous life it was serialed for Schutzpolizei Berlin.
The crosses out number is the pre Third Reich ie Weimar / Prussian era issue number.
When the bayo has been shortened to comply with TR regulations, it has been given a new number and probably ended up anywhere in Germany.

Yes, the "70" is an issue number dating from the Third Reich. But during the Third Reich the letter coding system to indicate locality used in the Weimar Republic was abandoned. As Jamie says it was originally used in Berlin but during the TR could have been somewhere else.
Very nice police frog, marked to Schutzpolizei Essen, 70 is a new serialing to matching the parts, has no unit stamp at all after X out the older stamp. The handle is new as the piece was shortened, the scabbard is old, so there was a remain of older stamp. Question remains it was put together in war or postwar the frog and bayonet. The grips are typical shortages.
That frog is worth holding onto for sure. Bayonets like this are all over the place but to find a Weimar frog with such an early date, can't think I've seen too many.
