I can't say I'm an expert on these but the first flags tag looks like a photocopy of a original tag and I always thought that the hammer and sickle was placed on both sides of the flag not just the one side and as for the second one stands a chance, I believe it's a naval victory day flag
Thinking back I can't see it making sense they would put "made in the USSR" in English, perhaps a tourist item.

Both flags are tourist pieces. Probably sold in the early to mid 90's. They make nice display pieces if you're not concerned about authenticity.
