It is a great banner I can say that, it looks like it might be post world war II not sure as I am not an expert. This banner looks like it is a propaganda flag many of those around today. It could be a flag commemorating Lenin in 1970 on his 100th birthday.
It isn't wartime and I think dates to around 1970's, like earlier said. It's awarded for good work in a socialist competition, these were very common during the Soviet times and would be awarded to the best kolkhoz in the town for example. I think it's worth around 60-90 euros.
A quick rule of thumb-count the ribbons on the wreath to figure out the age of any Soviet Union emblem. 1 ribbon = 1 republic.
