Probably 42 in preparation for the changes in 43. The official order is dated January 1943 and I have seen an original uniform regulation update pamphlet dated the same
The new rank system was standardized at a faster rate than the 1943 uniform changes. Photographic evidence suggests that the 1943 regulation uniform was not being worn by the majority of those in arms until fall of 1943 despite the January order. Photos from Kursk-Orel are a good example. So many of those photos show the M35 shirt worn with M43 boards in most units.
It would be interesting to know exactly when the idea for the re-introduction of the Pogoni was first put forward?
I would certainly agree with you Mike about how long it took for them to be seen in the field. I keep meaning to make up a transitional 35 pattern uniform with the addition of Pogoni for use at our LH events.
