I don't remember seeing this exact design before, but I've seen many soviet banners that were very close in design - same fabric, exact same yellow fringe, very similar banner shape as well. They were all made in the 1970's and early 80's if I recall. Good chance this one was too. Not sure if that's much help, but I'll update you if I come across one of these that I can attribute a date to.

I think it is an original, have seen this design more often. Both construction, materials and print look like they should from that time era (postwar).
If you are looking for a wartime military banner than better pass on this one (though original wartime military banners are near impossible to find - these were treasured by their units and often ended up in museums or school museums).

As just a quick aside if looking for a prewar banner most had Stalin on it as opposed to Lenin by himself. Further Stalin is presented without epaulettes as they did not get reintroduced until 1943. Any photo or flag with Stalin having his Marshal Uniform on is obviously not prewar. Also no synthetic material at least that I have observed I would date anything with synthetic material as post 1953 (could be wrong).
