My guess is a political rally, building and flagpole type flag. Not sure though.

Here are two famous images of a large RKF being hoisted near the Acropolis in Greece in 1941.
The RKF in these images is as large (if not larger) than the RKF that was posted.
There are other images of the larger size RKF being flown at Barracks, Kaserne's, and as John noted these would also be flown from Government buildings

Yes it would have been used in a 10-12 meter flagpole all across Germany and occupied territories.
No specific reason its just a normal flag
Here is one I have by the maker 'LOH' and is sized 100 x 170 cm (39 x 66 inches), and was
taken from some kind of fixed fortification. It isn't KM marked either, so would have been used
by Heer or Luftwaffe units.
