German podium banner

I've been offered this banner I've never seen one with marks like this . anybody have any thoughts on it . Gary

I found here one with a similiar marking: original Nazi window flag
Fahnen Oster, Köln (Flags Oster, Cologne) (producer)

Städtisches Verkehrsamt Lippe was the agency, which ordered it. Hope it helps a lil bit.
Cant say anything about the authenticity.
