Identify small flag

Hello, can anyone identify the "flag" on the left in the picture? It is only "printed" on one side. The medal is there to get the impression of the size... Thanks

Homemade? It is not a pennant for a vehicle but it has that kind of orientation of design. The eagle appears to be either a Heer or KM type. A strange artifact that actually looks period.

It's been in my family since the war. It's part of a small collection of stuff (the medal among other..) gathered by a family member directly after 1945. My family lived in Oslo, Norway during the war.

It is the Reichsdienstflagge. (State Service Flag)

No idea of it's actual use in this size format and with the gilt edging.
