German buckle : Need help please.

Hello gentlemen,

Please help me identify this German belt buckle.

- The buckle is made of brass and has no markings.
- The eagle looks to the right when facing and the bottom of the eagle is smooth, not grainy.

I actually leaned towards a buckle of justice officer or penal administration. It was the material used that made me doubt, I did not know that there was an early model in brass.
Do you have an idea of the period of production and possibly the name of the Manufacturer.
