    It's a well-known photo by Hugo Jaeger, taken at the Heldenplatz in Vienna, during the post-Anschluss swearing-in ceremony of the formerly Austrian Police in 1938.

    Offhand, I can't ID the police officer at the microphone, but behind him are (from left to right) Daluege, Heydrich and Himmler.

    I was fairly certain this was a copy of a print. However I find it odd that someone would glue such a small photo in an album...of Himmler.

    It's a way of faking pictures. Get a fake print, apply glue, let it stick to black paper and rip it off the next day.
