Hi Mark, looks like a Political leader. Note the NSBO:Nationalsozialistische Betriebszellenorganisation sign on the placard.

Thanks Adrian I will do a little research on there political party this is a name I have not heard mentioned before just one quick question were they an early prewar political party ? Carl I wonder what game they are playing possibly a little 21.

The NSBO was not a party; it was an organization of the NSDAP. (NSBO means Nationalsozialistische Betriebszellenorganisation or National Socialist Factory Cell Organization.)
As Ade already said, the man in the photo is an NSDAP Political Leader; he is wearing the early "brownshirt" uniform with ca. 1933-34 period insignia.
