I think its some form of knocked out Soviet vehicle, i believe it's flames on the side not dust from movement.

Re Looking at it, I would say its Defiantly not a Tank, As Front tracks are not complete. Looks like a Mark from a smoke Bomb on the right hand side? Going by other Photos of Soldiers and Vehicles in View. I would say this is a German Mock up Tank used for training early on.
