I believe this might be a branch of the Sturmabteilung. Cannot comment further sorry!
I have seen in a few places that there were some SA Gebirgs-Jägerstandarte in Austria so this could maybe be them. It would look like the typical marksman training done by ski troops. I’d be very inclined to say this is a photo of a winter biathlon or the training for such. The one guy in the back center as well as everyone shooting are wearing numbered bibs that runners wear. They are all shooting from prone with their skis as is done in the biathlon.
Pretty neat photo as an avid skier.
