N.C O oil on canvas

Would be great to identify either the artist or Sitter for this oil on canvas. It's a very long shot but all opinions/advice is welcome

He looks a determined man. These sort of portraits were painted by artists during the German occupation. I would think the name could be researched. Then again it could be a post war creation. A photo of the back of the canvas would be interesting.
