1942 Ssh40, possible current war reject

I just got this helmet from Ukraine, it came with this note. I don’t know Ukrainian but think it says something like “Dear Customs Officer, this old rusty dirty piece of junk was given to us by the military for our assistance to them.” Anyone have a better translation? Could this mean the modern Ukrainian military used this or considered it for use in the current war with Russia then rejected it? Your thoughts are welcome. Kevin
