Im betting wartime or at worst early post war.
The main telling factor is the brushed cotton flannel body,
The Bulgarians used wool, whereas typical enlisted Soviet ushankas from wartime to early post war era used brushed cotton with a napped pile on the fleece, which is what is on yours.
For sure not a modern repro as this fabric is nearly impossible to come by at all any more.
The fur is fine and also the inner sewing pattern is exactly right - including the hemmed inner crown which is an early Soviet feature.
Without a stamp its impossible to say the date, but I'm sure its of the era.

The Bulgarians are indeed close,
Its the subtleties such as the dark charcoal grey wool,
and incorrect crown sewing pattern on the Bulgarians I look for first.
Of course some wartime caps had wool but for sure brushed flannel was the standard for a typical enlisted cap.
One more feature this one has, is the top is hemmed using the method of sewing both seam allowances on either side of the 4 joints which was very common on wartime produced caps.
