Very nice private purchase parade set and the buckle is made by Overhoff, look inside the depression on the rear, you will see the maker mark OLC, Overhoff & Cie, Ludenscheid

While original, the belt does not actually belong with the Heer buckle, as it is Gruppen luftschutzschule marked.
