I agree with Paul. I've never seen one like that.
I wouldn't dismiss it, there were variations on how to affix badges to uniforms, this looks like just another way to make it stay in place
with a bit more assurance it wasn't going to come off in a hurry...

I can't offer an opinion on this example but the luft summer white topped sevice hat used an insignia like this. It had to be removed so the hat could be cleaned.

Has anyone seen a makers mark on the first pattern eagle?
If you have a width, it might help determine if this is supposed to be a cap eagle, or a breast eagle.

Interesting. I have never seen such a solution on summer tunic breast eagles.
Very sismilar to the polzei tschacko eagle fixing.
..and I remember some gorgets eagle also have threaded fastening.
