Can anybody ID this pennant?

This pennant is encased in a plastic sheath, with a red leather edging. Any ideas what it is? It is similar to a Division Commander's pennant - but not exactly the same. Thanks

It is the early National colors pennat. There was also an early tri - color flag without any National symbol.
