I think they are just special winter boots that were worn over the regular boots. I’ve seen them called Wachstiefel before.

They may be a version of the Luftwaffe rubber over boots, commonly worn by aircraft ground crewmen (produced with four, three or two metal clasp buckles) - here worn over the standard marching boots. I have three pairs.
thank you for the replies. Just winter over boots then and not anything special for FLAK crews
