I believe these are boards for Feldpolizei Stabsfelwebel.

Rank of Stabsfeldwebel is correct. It's really hard to make a call on the Waffenfarbe when dealing with possible orange. Best determined in hand.
Somewhat of a pedantic point, but if you want to be correct enlisted/NCO had shoulder straps. Officers had shoulder boards.
