Fuhrerhauptquartier cuff title on LW NCO

I'm pretty sure that the man is wearing a Fuhrerhauptquartier cuff title. I have never seen or heard of a LW soldier with this. Anybody else?

It is not odd for a Luftwaffe man to be wearing a ‘Führerhauptquartier’ cuff. The thread below shows others serving in the same capacity. Seemingly everyone in the flak regiment were Luftwaffe men that had ties to various HG units. It is more interesting that he is a decorated radio operator.
