Is this is a German Navy patch?

Does anybody know what this patch represents? I think it is German, but uncertain. Some other WW 2 German Naval emblems did not have a Hakenkreuz on them. Thanks

Hello, yes is Geman and WW2. It was used by EM and junior NCOs on sport shorts and shirts.
