I have for many years wondered why is the ADLER on there tunics allways have the swastika over lapped on to the pocket button hole? seams that is the only branch of service to do so?

I think it has to do with the fact that Luftwaffe tunics were often open collar, therefore it makes sense to put the eagle lower so the lapel doesn't come too close to it.

Yes, the tropical tunics are open collar for the most part. I suppose it's possible to see that in other tunics, the regulations weren't that strict and pretty sure no one would've cared if an eagle was sewn a centimeter lower than usual.
