The eagle is not one that I would feel comfortable with, I know Jason A., on the WAF said he thought it was a fake...
Jason has studied Luftwaffe bullion items for quite a while, and I would be more than happy to run with his judgement...

Regarding the breast eagle; Officers eagles were hand done but over a cardboard templete known as an Unterlagen. The embroidery was tightly done and on an original it will not show unless you prise the threads apart. Many fakes will lack this feature, but the newer ones will have it. On this one you can see the cardboard is sticking out at the wing tips and it can also be seen around the eagles legs. I bet this will glow under a blacklight. I think someone has pulled the threads apart to check it.

Aside from the adler, it is a perfectly nice, early tunic.
It must be remembered that these eagles (and any other insignia incorporating the so-called ‘swastika’), were ordered removed by the Allied military government and banned by law. Thus, the vast majority of tunics will have had them removed. It’s a simple enough, and pleasing, task to replace them.
It’s always nice (and preferable) to find a tunic with all the original insignia present, but I always expect the adler at least to be a replacement - so long as it’s reflected in the price. If it’s still an otherwise good tunic, it’s not a problem for me.
Your choice, of course.

If I understand you correctly, you say :
Option 1 : The eagle is a new fake of good quality with the Unterlagen
Option2 : The eagle is original but someone pulled the threads apart to check if the Unterlagen was there
Blacklight test might be a good way to check.
Did i summarize your view correctly ?

Would be interesting to black light it. Modern ones usually fail the test.

That's clear, I think it is worth the test...i really like the tunic and the fact it is an early war Fliegerbluse.
As Kohima said, I would prefer the eagle being orignally applied but I can sleep knowing it has been sewn later as long as it is an original eagle....
In case it is a totally fake eagle that's another story.
I will check with the seller if he agrees with an inspection period and return.
