It is the cloth active service version of the Observers badge. Worn on the Fliegerbluse.
Nice buy! No idea on current values.

Well, the title of the badge kind of gives a clue
Being an Observer as part of an aircrew. (BEOBACHTERABZEICHEN is the correct German name for the badge)
Introduced on March 26, 1936, for observers, assistant observers, navigators and bombardiers.

I know that, but what were the requirements to get that award? Or is it more of a qualifacation type thing?
It it not an award, but a qualification badge, like a US or British "wing".
