These are most probably Luftwaffe recruits in basic training (prior to assignment to, and further training in, one of the specialist branches), or perhaps on an NCO course, rather than ‘Feld division’ personnel - apparently upon completion of a field exercise.
Incidentally, it would also be fairly standard practice for a single pouch to be worn when on guard duty, where a full load of ammunition is not required.
Must be early as I see that many have double decals on their stahlhelme.
