    It is defintely not Luftwaffe, I don't know what it is supposed to be....

    This is a Polizei uniform for the city of Baden-Wurttemberg.

    The rank appears to be Police Headquarters Master.

    The uniform itself may be a dress uniform because most of the Polizei uniforms were green in color, or it most likely is Landespolizei.

    I agree with Smitty. It looks like a post-war police jacket. The coat of arms clearly shows that it is from the post-war period, as this form was not introduced until May 3rd, 1954.

    This is the small coat of arms of Baden-Württemberg. However, Baden-Württemberg is not a city, but one of 16 German federal states, whose capital is Stuttgart.

    In contrast to the large state coat of arms, it only shows the shield with three lions. Shield holder, coat of arms crown and skirting board are missing. Instead of creating a historically territorial reference, like the large state coat of arms, it stands for the sovereignty of the people. It is arched over by a crown of leaves called the "Volkskrone/crown of the people". This was introduced in the German states after 1918 as a symbol of popular sovereignty and replaced the monarchical crowns over the coat of arms.

    The triangular collar tabs, also known (unofficially) as "Käseecken/cheese wedges" in Germany, were used until 1979. With 4 bars they correspond to the rank of a "Polizeihauptwachtmeister/police headquarters master".

    The jacket is therefore from the period between 1954 and 1979.

    I suspect that it was more of a dress uniform, as there were only blue police uniforms in Hamburg and Berlin, which were abolished in 1972. The state police didn't have blue uniforms, they also had green ones.

    A little anecdote: although the police uniforms in the Federal Republic of Germany were always green, they were phased out in 2005 and replaced by new blue police uniforms. That's why the police in Germany wear blue today.
