Strange looking single shoulderboard

Hi chaps. Can I ask.........anyone any idea what this shoulder board is for? I've never seen one like this. I think its RAD? Thanks

I can't say its origin, but it's not DDR: there is no weapon color in the ribbon, the stitching is different as well as the fabric.
