Unknown insignia...

This item was recently found in Estonia.
It seems to be related to navy. And my best guess is that it is German origin sleeve insignia... thats why I posted the topic here
Can someone help me with this one?

I think it is for a school or rowing club. I have never seen anything like it in TR insignia. My bet that if it was TR it would have a flag with a swastika or at least the black, red, white colors of the German flag. It does resemble a DAF cap badge.

Definately not Kriegsmarine but could be early traning school.

The solid metal back usually does say its WWII German
