Unsure of Uniform Identification

Can someone help me identify the uniforms in this picture?

The photo is not clear when i enlarge it,but
The fellow on the left MAY be from a police regiment, purely by the hat cap badge, i note there is no eagle above the badge emblem. I cannot get a close up of the collar tab to check for sure, and i cannot see his left arm to see if there is a police badge.
The chap on the right appears to be an enlisted army person. Cannot make out the collar tabs, but the hat cap and chin strap show enlisted man, as it is a strap and not a cord

These look like regular Wehrmacht troops to me...

Just look like Heer to me.

Both men are German Army(Heer). The man on the left has a breast eagle over his right breast pocket. The other man as previously stated by his cap.
