Yes, leggings were worn by Many different militarys-including the US Navy even into the 1950's. They came in short versions and long ones. WWI was particularly popular for them. They were usually made of canvas and some were full leather. Having said that, the pair posted are certainly Not military. The felt-like material they are made from would be absurd to subject it to marching and field conditions. They are simply spats...a very common fashion bit of snazzy apparel for civilians back in the 1910's and 20's and could be found being worn all the way til 1945. The anti-Semitic caricatures of wealthy Jewish bankers in Germany often portray them as wearing them.
