I believe the red material behind the skull was done on an individual level.

Searching for anything relating to, Anton Boos, 934 Stamm. Kp. Pz. Erz. Abt. 7, 3 Kompanie, Panzer-Regiment 2, 16th Panzer-Division (My father)
Looks like a well worn original panzer tab. As for the red I couldn't tell you, but I'm guessing Ralph is probably right.
