The letters can be Cyrillic, but not Russian. I suppose it's in Bulgaria.
The left part of the second photo: you can see the word "СПИРКА" on the street sign. It means nothing in Russian, but it means "stop" in Bulgarian. A car stop for example.

Spirka, in this context, appears to be a name.
Probably Polish, in origin, but common in Estonia.

I´m not able to read cyrillic, but, I think I can read, (in German: Kasino), translated: Casino (mess).
BTW, you also can see a "Kettenhund", (a member of the Feldgendarmerie).

In the right up side of the arch, next to swastica flag I see the Bulgarian flag.
