I wonder, wouldnt this be the 10th regiment of the third artillery?

Actually, "inspected" would be a more accurate translation than "tested".
No. It's the 3rd Detachment of Artillery Regiment 10.
(Artillery units used the term Abteilung [detachment] instead of Bataillon [battalion].)
Battalions/detachments and corps were numbered in Roman numerals, companies/batteries and regiments were numbered in Arabic numerals.
Unit numbers before and after a "/" were always written in ascending order of unit levels.
